要保持政局的稳定,关键就是建设好民主政治。而由于1989年春夏之交的政治动乱和东欧国家的政治风波,使不少人对“民主”疑窦丛生,“社会主义能不能搞民主”?“民主与稳定相容吗”?等等。文章认为,社会主义离不开民主,中国的政治风波和东欧的政局剧变也不能归咎于民主。社会主义要民主,但不是西方的民主,不是搞无政府主义。那么,当前我们的民主政治从何处着手呢?文章认为主要应从加强对国家机关的监督着手,抓好三件大事:(1)加强人民代表大会对“一府两院”的监督;(2)加强各种临督制度的法制化工作;(3)加强对法律,特别是对宪法执行情况的监督。
To maintain political stability, the key is to build a democratic politics. However, due to the political turmoil at the turn of the spring-summer 1989 and the political turmoil in Eastern European countries, many people have made a lot of doubts about “democracy”, “can socialism engage in democracy?” “Is democracy compatible with stability?” And so on. The article holds that socialism can not be separated from democracy and that the political turmoil in China and the drastic political changes in Eastern Europe can not be blamed on democracy. Socialism wants democracy, but it is not Western democracy, not anarchism. So, at present, where does our democratic politics start? The article thinks that we should start with strengthening the supervision over the state organs mainly and do a good job of three important things: (1) to strengthen the supervision of the People’s Congress on “one government and two houses”; and (2) ) To strengthen the legalization of various systems of supervision; and (3) to strengthen the supervision over the law, especially the implementation of the Constitution.
