2005年1月1日,严重阻碍国际纺织品贸易发展的纺织品特别管制体制走到了终点,纺织品贸易从此也适用一般的关于商品贸易的WTO规则。中国希望以其巨大的比较成本优势收获这一自由贸易的果实,但其他国家的纺织品生产者们却对此惊恐不安,并强烈要求采取临时的市场限制。本文先介绍了纺织品贸易的历史和三种其他的保障措施,重点介绍了仅针对中国的纺织品保障措施机制的适用前提、内容和程序步骤,并与其他的保障措施进行了比较,接着讨论了自2005年1月1日起征收的中国纺织品出口关税,最后是一个简短的结语。
On January 1, 2005, the special textile control system that seriously hindered the development of the international textile trade came to an end and the textile trade also applied the general WTO rules on merchandise trade. China hopes to reap the fruits of this free trade with its huge comparative cost advantage. However, the textile producers in other countries are uneasy about it and strongly demand that temporary market restrictions be adopted. This article first introduces the history of the textile trade and three other safeguards, focusing on the applicable prerequisites, contents and procedural steps for the textile safeguard measures that target only China, compared with other safeguards, and then discusses the January 1, 2005 levied on China’s textile export tariffs, the last is a brief conclusion.
