长春市十一届人大常委会第27次会议2001年10月举行。经过近一年的准备,重新制定的《长春市城市房屋拆迁管理条例(草案)》首次提交市人大常委会审议。 与原《条例》相比,新的《条例(草案)》在三个方面有了较大变化:一是将原来的按使用面积安置改为按建筑面积进行补偿;二是被拆迁人不再是房屋的使用人而是所有人;三是货币补偿金额除由房地产评估机构根据被拆迁房屋的区位、用途、建筑面积
