随着社会经济的不断发展和西部大开发的逐步深入以及新时期水文现代化的建设,对水文工作提出了更高的要求,基层水文测站是水文工作的基础,职工业务技能的不断提高是搞好水文工作的关键。结合工作实际和水文基层测站工作现状,从提高职工对水文业务工作重要性的认识、基层水文测站的管理、建立健全各项规章制度、加强对《规范》、《任务书》的贯彻和规范执行,提高水文业务工作质量、制定切实可行的学习计划等方面,提出了具体管理办法和措施。
