北京是中国的首都,技术引进对提升北京的国际竞争力具有十分重要作用。首先对目前北京市国际技术引进中存在的问题从贸易和外商投资两个方面进行了分析,指出了难以引进先进技术、消化吸收能力弱、跨国公司严格控制先进技术向外扩散以及“市场换技术”效果不明显等问题;随后针对这些问题从宏观调控、制定引进战略、改善引进结构、培育技术市场等方面提出了相应的对策。
Beijing is the capital of China. Technology introduction plays a very important role in boosting Beijing’s international competitiveness. First of all, it analyzes the existing problems in the introduction of international technology in Beijing from two aspects: trade and foreign investment. It points out that it is difficult to introduce advanced technology, weak digestion and absorption capacity, multinational corporations strictly control the outward spread of advanced technology, and “ Technology ”effect is not obvious and other issues; then for these issues from the macro-control, the development of introduction of strategies to improve the introduction of the structure, cultivate the technology market, and so put forward the corresponding countermeasures.
