Recently, the government office of Yantai City released the “Yantai” Twelfth Five-Year “Archives Development Plan” with the document [18] of the Tobacco Administration Office [2012], which clearly defined the development of archives in the city during the “Twelfth Five-Year Plan” Work ideas and overall objectives, put forward ten major tasks and four aspects of safeguard measures, marking the Yantai archives work planning and management achieved positive results. Prior to this, Yantai Municipal People’s Government issued a document titled "The 12th Five-Year Plan for National Economic and Social Development in Yantai
