Joint-stock cooperative system is a widely adopted mode of reform for small and medium-sized enterprises. However, since the implementation of the joint-stock cooperative system in our country, we have been confronted with the difficult task of combining the capital and the labor union all along. There are various approaches in various places. The actual operation proved that a simple one-person, one-vote system, the enterprise foundation is fragile, the internal relations are complex, the enterprise decision-making is difficult, the accumulated assets are difficult to be clearly quantified, and the enterprise is not suitable for making profits
