1999年8月17日,美俄两国就修改反导条约问题在莫斯科重开谈判。美国此举意在为部署国家导弹防御系统(NMD)扫清障碍,但是作为国家导弹防御的一个重要组成部分,舰基国家导弹防御系统本身所固有的局限性将使这一系统的部署面临重重困难。
August 17, 1999: U.S. and Russia resume talks on the revision of the ABM Treaty in Moscow. The move by the United States is intended to clear the way for the deployment of the National Missile Defense (NMD) system. But as an important part of NMD, the inherent limitations of the ship-based NMD system will confront the deployment of this system difficult.
