1996年7月1日至20日洞庭湖区发生持续性暴雨过程,致使资水、沅水发生特大洪水,洞庭湖区和长江干流监利至螺山一线全面超过历年最高水位,造成了很大的经济损失.大范围、高强度、连续性的暴雨过程,造成湘、资、沅、澧四水洪水频频发生,其中资水和沅水发生特大洪水,致使湖区水位持续上升,最高水位普遍超过历史最高水位0.5~2.0m,重现期接近或超过50年一遇.洪水成困有:(1)洪水峰高量大;(2)洞庭湖调蓄洪水能力降低;(3)干流顶托,泄水不畅;(4)蓄洪堤垸不能有计划地分滞洪;(5)四水防洪库容小,拦洪削峰能力差;(6)河道尾闾淤积,设障阻水,泄水能力不足;(7)垸内堤内涝水抽排入江湖,进一步抬高了水位,加重了防洪压力.最后提出了洞庭湖治理的意见和建议。
From July 1 to July 20, 1996, a continuous heavy rain process took place in the Dongting Lake area, resulting in serious floods in Zishui and Yuanshui. The line between Jianli and Luoshan in the Dongting Lake area and the main stream of the Yangtze River exceeded the highest water level in the calendar year in all aspects, causing great economic losses . Large-scale, high-intensity and continuous rainstorms led to floods occurring frequently in the four counties of Hunan, Gansu, Yuanjiang and Gansu provinces. In particular, serious floods occurred in Gansu and Yuanshui, causing the water level in the lake area to continue to rise. The highest water level generally exceeded the historical maximum water level of 0 .5 ~ 2.0m, the return period of nearly 50 years or more. Flood into stormy: (1) a large amount of flood peak; (2) Dongting Lake capacity to reduce flood storage; (3) the mainstream support, poor drainage; (4) flood embankment can not be planned detention flood; (5) The flood control reservoir with small amount of water for four floods is poor, and the ability of cutting flood peak at flood control is poor; (6) siltation of the tail of the riverway is blocked by blocking water and the water discharge capacity is insufficient; (7) The water level, increased flood control pressure. Finally, put forward the opinions and suggestions of Dongting Lake governance.
