2006年5月25日,十届全国人大常委会第二十二次会议对监督法草案进行了第三次审议。2002年8月,九届全国人大常委会第二十九次会议对监督法草案进行了初次审议;2004年8月,十届全国人大常委会第十一次会议再次进行了审议;十届全国常委会组成人员普遍认为,立法和监督是宪法赋予人大的两项重要职权,这两项职权的行使,都需要有相应的法律使之规范化、程序化。对立法权的行使,立法法已作了明确规定;对监督权的行使,这些年各级人大常委会进行了积极的探索
On May 25, 2006, the 22nd meeting of the Standing Committee of the 10th National People’s Congress held the third review of the draft supervision law. In August 2002, the 29th meeting of the Standing Committee of the Ninth National People’s Congress held the initial review of the draft law on supervision; in August 2004, the 11th meeting of the 10th NPC Standing Committee reviewed it again. The 10th National Congress The members of the Standing Committee generally hold the view that legislation and supervision are two important powers entrusted to the NPC by the Constitution. The exercise of these two powers requires the corresponding laws to be standardized and proceduralized. The exercise of legislative power has been clearly stipulated in the legislative law. With regard to the exercise of the supervisory power, the NPC Standing Committee at all levels has conducted active explorations over these years
