袁宝华会长和高潮副主席关于价值工程的讲话,讲的很精辟、很深刻。对于推广应用价值工程有很重要的作用,我十分拥护。我只想就推广应用价值工程的道路和方法问题补充讲一点意见。大家知道,价值工程是在党的十一届三中全会前后,从发达的资本主义国家,主要是美国引进来的,到现在已经是14个年头了。现在大家公认价值工程在我们国家是应用面最广,取得的效果是最好的。是我们吸收借鉴工业发达国家先进管理方法成功的例子。我们应该很好的回顾一下走过的道路,总结其中的经验,以利于我们更好地推广应用,为我们国家的社会主义现代化建设作出更大的贡献。吸收借鉴工业发达国家的现代管理方法,可能采取的有三种办法:一种是强制推行;一种是自发自流;再一种就是试验推广。
President Yuan Baohua and Vice Chairman Gao Qicheng talked about value engineering very incisively and profoundly. For the promotion and application of value engineering has a very important role, I am very supportive. I just want to add a bit of advice on the way to promote the application of value engineering. As we all know, value engineering was brought in from the developed capitalist countries, mainly the United States, before and after the Third Plenary Session of the 11th CPC Central Committee. It has now been 14 years. Now we recognize the value of the project in our country is the most widely used, the effect is the best. It is an example of our successful application of the advanced management methods in industrialized countries. We should make a good review of the road we have taken and summarize the experience so as to facilitate our promotion and application and make greater contributions to the socialist modernization in our country. There are three possible approaches that may be adopted to absorb the modern management methods of industrialized countries: one is mandatory implementation; the other is spontaneous; and the other is experimental promotion.
