大朝山水电站工程建设的 DCS/C3标(大坝工程),由中国水电第八工程局和中国水电第三工程局组成八三联营体,联合中标承包。该标合同总金额4.04亿元,合同工期为1995年2月至2003年6月。DCS/C3标合同执行到2000年第二季度,共亏损10142.42万元,占中标总额的25.08%。经过5年多实践,成本亏损主要原因是:投资报价偏低,实际成本偏高,上缴工程局费用偏大。更主要的原因是联营体自身体制和管理存在问题和缺陷,诸如工地项目经理不稳定,内部承包不力、机电物资管理不到位、财务管理不善、技术管理有差距、管理机构多等问题。
