水权交易是水权在不同主体之间转移的过程。水权交易效应在于:在初始水权配置与社会对水资源的需求结构不一致从而不能满足社会实际需求的情况下,通过水权交易不仅可促进使用者之间收入的再分配,而且可以减少社会福利的净损失,使水资源得以优化配置。河南省群库灌区与中州铝厂之间的水权交易案例从实践上对此作了充分说明。水权交易效应及河南省群库灌区-中州铝厂之间水权交易案例给予的政策启示在于:继续推进我国水权交易市场的建设和发育;进一步完善我国水权交易制度;为水权交易的规范进行提供相应的组织保障。
Water rights trading is the process of water rights transfer between different subjects. The effect of water rights trading is that under the circumstances that the initial water right allocation and the social demand structure of water resources are inconsistent and thus can not meet the actual needs of the society, the water rights trading can not only promote the redistribution of income among users, but also reduce the social Welfare net loss, so that water can be optimal allocation. The case of water rights transaction between the reservoir irrigation area in Henan Province and Zhongzhou Aluminum Plant fully expounded in practice. The effect of water rights transaction and the case of water rights trading between the cluster reservoir irrigation area and Zhongzhou Aluminum Plant in Henan Province are enlightened by the following policies: continuing to promote the construction and development of China’s water rights trading market; further improving China’s water rights trading system; The norms of the organization to provide the appropriate protection.
