各区、县级市人民政府,市府直属各单位:为了适应市场经济的需要,促进集体所有制企业完善经营机制,解决集体所有制企业的困难,使其休养生息,增强活力,市人民政府决定,在今后三年内,对市二轻局所属集体所有制企业采取以下若干措施:一、结合集体企业转换经营机制,加快集体企业股份化的进程。在市二轻局所属集体所有制企业加快实行内部职工持股的股份合作制,条件成熟的可以实行社会公众持股的股份制。集体所有制企业实行股份合作制的方案有关部门会审后,可直接由主管局批准施行。
