9月2日,海协就台湾居民江万福涉嫌经济诈骗事复函海基会。海协在函中表示,据山西省有关方面告:运城市普天乐电子有限公司(甲方)与台湾居民江万福(乙方,台湾利达集团董事)合资兴办山西普天乐玩具有限公司,总投资500万元人民币。合同规定:甲方投资200万元,乙方投资300万元并负责购置设备。甲方为表示合作诚意,于1996年12月31日汇给江万福设备款100万元人民币。今年1月4日,江随设备抵运城,甲方发现该套设备没有技术资料、发票和进口单证等,在主机设备安装调试中,又发现设备不能正常运行,即提出质疑。
