出口补贴指依出口行为而给予的补贴,是最容易产生不公平竞争(贸易扭曲)的政府政策。乌拉圭回合之前的各轮谈判只是成功地对工业品出口补贴进行了限制,本轮谈判才在削减农业出口补贴上取得进展,并达成了以减让基期的出口补贴为尺度,在一定的实施期内逐步削减的有关协议。具体如下:
Export subsidies refer to subsidies given on the basis of exports and are the government policies most prone to unfair competition (trade distortions).
