九三年六月以来,我们根据州开发办关于开展对一九九0年至一九九二年老区建设资金、项目进行一次检查验收的通知精神,主动接受审计部门的监督,登门请他们派人对我办历年的老区建设资金进行审计清理,结合检查验收,从六月二十一日到十月二十二日止厉时四个月时间,取得了满意的效果。一是弄清楚了一九八六年至一九九二年省批老区资金数。七年来省累计批给我市老区资金169.372万元,其中无偿82.772万元,有偿86.6万元。二是弄清了省实拨到市的老区资金数,累计实拨165.872万元,其中有偿71.6万元,无偿94.272万元。另有4.5万元由省有关部门直接拨到了项目单位,未经我办帐。三是弄清了市政府办管理老区资金情况。从八六年到八七年三月政府办代管期间共有20万元资金。八七年六月交市开发办管理,搞清了移交资金的往来帐,四是弄清了老区周转金回收,还省、留成情况,从八六年到九二年,共投放周转金100.78万元.应还省42.21万元,已还省40.69万元,尚有60.6万元从项目单位未收回。其中确因天灾人祸沉淀的周转金5.5
