In the past 30 years, the “Sixth Five-Year Plan” for “perfecting the law system and improving the actual effect of law popularization” has been implemented from the “ ”Beginning of the general law opening ceremony, there has been a qualitative improvement in the popularization of law in Zhejiang Province. More emphasis has been put on practical results. Citizens have become the daily habits of people by taking the initiative in respect of law and law compliance and doing things according to law and finding ways to solve problems and resolving conflicts. By the end of 2015, the provincial Law Popularization Office and Provincial Public Opinion Research Center jointly conducted a survey on the “Quality Citizens of Zhejiang Province”. The survey results show that our province citizens law-based literacy index
