近来,学术界对生产资料生产优先增长问题讨论很热烈。正如不少文章指出的,过去对这个问题的认识是片面的,往往把“优先”理解成无条件的“领先”,甚至认为越“优先”越好。结果,造成了积累率过高,重工业投资过多,挤压了消费资料的增长,影响了群众生活的改善,出现了国民经济比例的严重失调。因此,总结经验,从理论上探讨和弄清这个问题,对于我国社会主义现代化建设,有着重要的意义。但是,现在有的文章又走向了另一种片面性,根本否定了生产资料生产优先增长规律对社会主义经济的作用,从而也否定了利用它来加快“四化”步伐的可能性。有的文章还认为,这一规律即使在资本主义社会,也只存在于它的一定发展阶段,并非是全过程。所以,这一讨论很有深入的必要。
Recently, there has been a heated discussion in academia over the issue of giving priority to the growth of the means of production. As many articles have pointed out, in the past, our understanding of this issue was one-sided. The “priority” was often understood as unconditional “leading” and even the more “priority” the better. As a result, the accumulation rate was too high, heavy industry invested excessively, squeezed the growth of consumption data, affected the improvement of people’s livelihood, and led to a serious imbalance of the national economy. Therefore, to sum up our experience and explore and clarify this issue theoretically is of great significance to the socialist modernization in our country. However, some articles now go to another one-sidedness that basically negates the role of the law of giving priority to the growth of the means of production to the socialist economy and therefore also denies the possibility of using it to speed up the pace of the “four modernizations.” Some articles also believe that this law, even in a capitalist society, exists only in a certain stage of its development and is not the whole process. Therefore, this discussion is very in-depth necessary.
