2002年6月23日，国务院正式决定停止执行《减持国有股筹集社会保障资金管理暂行办法》，上市公司不再通过证券市场减持国有股。曾被众多经济学家看好的国有股减持政策，非但没有达到筹集社会保障资金的预期目标，反而导致了股市信心和整体筹资功能的丧失，广大中小股民蒙受惨重
On June 23, 2002, the State Council formally decided to suspend the implementation of the Interim Measures for the Administration of Reducing the State-owned Shares to Raise Social Security Funds, and the listed companies will no longer reduce the state-owned shares through the stock market.
