山西省原平县在综合体制改革中,从干部分流、机关消肿、职能分解、编制管理等方面,对县级机构改革进行了前期性的探索。从进展情况看,实现了积极稳妥,运行正常,达到了阶段性目标。机构精简取得突破性进展。县级党政机构由原来的57个减少为27个,精简53%。其中,县委工作机构由原来的11个精简为6个,政府机构由原来的46个精简为21个。机关人员分流取得突破性进展。县级机关(不含公、检、法、司、人武部)人员由原来的916人减少为578人,精简36.9%;机关在编的578人中,到农村和乡镇企业挂职的40人,项目包点的60人,在岗实有人数478人。精简的338人中,转入工商企业、三产企业和财政全部脱钩的163人,转入半脱事业单位的142人,转入全额事业单位的4人,转入乡镇的2人,其余离退休。以强化服务为
