思考之一:舆论监督是人民群众通过新闻媒介,对国家党务、政务活动和社会生活的各个方面实施的一种民主监督。舆论监督所以有一定的威力,是因为它是人民群众行使民主权利、参政议政的一条重要渠道,是因为它具有公开、透明的特性。但要看到,舆论监督是一种权利对权力的监督,它随时可能受到行政的干预、非理性的冲击、旧观念的束缚,社会各个层次的承受力特别是领导干部的承受力,都可以直接制约着舆论监督的开展。在社会主义民主建设起步不久的今天,在新闻法没有出台之前,舆论监督的作用不能不受到一些人为的限制。
One of the reflections: Supervision by the media is a kind of democratic supervision exercised by the masses of the people through the news media on various aspects of state party affairs, government affairs and social life. Public opinion supervision has some power because it is an important channel for the people to exercise their democratic rights and participate in the deliberation and administration of the state because of its open and transparent character. However, we can see that public opinion supervision is a kind of right supervision over power. It may at any time be subject to administrative interference, irrational impact, shackles of old concepts, and the bearing capacity of all levels of society, especially the leading cadres. Directly restricts the development of public opinion supervision. Shortly after the socialist democratization has started its construction, before the promulgation of the Press Law, the role of public opinion supervision can not but be subject to some artificial restrictions.
