从参保病人和医院管理等8个方面对其住院医疗费用进行分析。参保患者与自费患者两类不同人群在看病心态、入院过程、治疗要求、材料使用标准、用药档次等方面的不同;医院管理不适应医保发展,“过渡供给”等是导致参保患者费用高的重要因素。强化医保政策管理和执行,完善医保管理制度,加强医保队伍建设,从各环节有效建立合理费用和控制机制。
