如何从源头上预防和治理腐败是党建工作的一项重要任务。一切腐败行为都是人为的,笔者认为,源头治理的首要问题是搞好掌权者的“人头”治理。 选人——体现”三公” 一是公平竞争。用公平竞争的方式选贤任能;形成“能者上,平者让、庸者下”的选人机制。二是公正评定。三是公开操作。 用人——以德为重 一是德行鉴别。当前对干部德行的鉴别上,可概括为,“看他怎么用权、怎么花钱,喜怒能否自制,贫困能否
