今年9月,劳动和社会保障部出台了“国家高技能人才培训工程”。该工程将在制造、加工、能源等传统产业和信息通信、航空航天等新技术产业领域,选择一些重点工业城市,实施若干高级技工培训项目。项目中所指的“高级技能人才”,包括高级工、技师和高级技师。 该工程采取点面结合,条块结合的方式推动,由劳动和社会保障部主管部门统筹安排、指导协调。其中有十项主要措施,包括建立高技能人才库,推进职业技能鉴定改革等。“工程”中还明确了,对符合条件的下岗失业人员,可从地方再就业培训经费中获得培训费用的补贴。 劳动和社会保障部培训就业司的一位官员在接受本刊记者采访时指出,将该工程定为“3~5年”是与“十五”计划的时间一致的。她说,该项人才工程建设的关键是一切都要从市场的需要出发,最终目的不仅是培养出大量高级技能人才,更重要的是建立和完善“培养快、使用好、待遇高”的高技能人才培养与使用的激励机制,而这是一项更艰巨的任务。
