作为我国经济体制改革中心环节的国有企业,通过30年的改革,我国先后围绕企业独立法人实体和市场竞争主体这一核心目标和任务,通过放权让利、利改税、承包经营、破产试点、政企分开、两权分离、股份制改造、抓大放小、建立现代企业制度等国有企业内部和外部的改革,使我国国有企业发生了巨大变化,不断成为独立的经济实体。国有企业劳动关系也发生了根本性的变化,政府、企业和企业职工由原来计划经济时期的“国家人”、“主人翁”和“国家职工”转变为市场经济下的“劳动者”和“员工”。这一转变过程,从而使按劳分配、多劳多得的分配原则进一步得到充分体现。综观国有企业30年改革过程,国有企业劳动关系的改革与实践从深度和广度上不断推进。
