随着社会主义民主政治的不断发展,创建服务型政府已成为我国政府改革的一个重要方向和目标。只有对行政问责制的制度设计进行深入研究,才能有力的促进我国行政问责制的完善。本文在行政问责制的宪法基础、行政问责制的制度渊源——行政首长负责制的论述基础上,提出行政责任的确定、行政责任的追究和行政问责的救济三个制度设计的运行基点。
With the continuous development of socialist democracy, creating a service-oriented government has become an important direction and goal of our government reform. Only by deeply studying the system design of the administrative accountability system can we effectively promote the improvement of the administrative accountability system in our country.
