依法实施消防监督,督促火灾隐患整改,是公安机关消防机构的法定职责。只有牢牢抓住依法监督、依法整改火灾隐患这一关键环节,才能有效遏制重、特大火灾事故尤其是群死群伤火灾事故的发生。在新形势下,如何加强和改进消防监督工作,正确处理依法监督与人本精神之间的关系,有效地督促火灾隐患的整改,是摆在各级公安机关消防机构面前亟待解决的问题。笔者通过对天津蓟县莱德商厦“6.30”重大火灾事故责任追究情况的研究,分析当前消防监督执法风险成因,就新形势下消防监督员如何有效防范、应对执法风险,减少工作压力,营造良好的消防执法环境,提出个人意见和建议。

Through the research on the accountability of “6.30 ” major fire accident in Ryder Commercial Building in Jixian, Tianjin, the author analyzes the current causes of risk of fire supervision and law enforcement, and on how to effectively prevent fire supervisors from handling law enforcement risks and reduce work pressure in the new situation, Good fire law enforcement environment, put forward personal opinions and suggestions.
