行政效率一直以来就是公共行政管理的核心问题,追求高效率是公共行政管理的出发点与归宿。分析我国公共行政低效率的成因,其解决对策在于:转变政府管理模式,理清政府职能;按照精简的原则构建政府的组织结构,精简政府机构;依照权责相称原则确定职权体系,理顺职权关系;引入竞争机制,实现公共部门管理主体多元化;加强法制建设,强化有效监督;建立科学客观的政绩效考评机制和富有活力的政府人事激励机制;强化政府成本意识,贯彻效率原则;推行透明、公开、民主的电子政务等。
