2006年1月12日,全国行政区划业务培训班在海南省文昌市开班,民政部区划地名司司长戴均良,海南省民政厅厅长陈川民、副厅长朱远洋、文昌市市委书记谢明中、副市长朱向阳出席开班仪式,来自全国30个省(自治区、直辖市)民政厅(局)区划地名处处长和业务骨干60余人参加学习培训和相关业务工作的座谈讨论。
