农业城乡统筹是指在宏观经济政策上,通过对规划区的城—镇—村的经济数据进行分区分块的模型分析,在微观城市空间建设上,实行对规划区政策向导与地方控制相协调,对现状农业空间产业的发展态势分析及区域优势预测,着力打造城—镇—村高效联动的农业产业链,提高区域竞争力,加快建立环境友好型、资源节约型社会。本文通过对六安市经济与农业城乡统筹的规划实践进行延展,试图构建一种以数据为支撑,以建设事实为推导,以政策为导向的,兼有自上而下的引导,自下而上建设的积极规划模式。
