人才安全问题是关系到我国经济能否持续发展的战略问题,目前已经引起党中央的高度重视。胡锦涛总书记明确指示:“建立国家重要人才安全管理工作体制事关重大,十分紧迫。”并指出,“关键有三个问题需要明确,一是重要人才的范围,二是留住、激励、保护重要人才的政策措施,三是建立重要人才管理的协调机制”。导致人才安全问题的原因是多方面的,而人才安全法律制度的缺失是其重要方面。面对国际人才市场一体化的挑战,我国必须从建设和健全人才法制着手,寻找保障人才安全问题的解决途径。
The issue of personnel safety is a strategic issue that concerns the sustainability of China's economy. At present, it has drawn great attention from the Central Party Committee. General Secretary Hu Jintao clearly pointed out: “It is of great importance and urgency to establish a system of work on the administration of safety management of important national personnel,” and pointed out that “there are three key issues that need to be clarified. The first is the scope of important personnel and the second is the importance of retention, stimulation and protection. Talent policy measures, the third is to establish a coordination mechanism for important personnel management. ” The reasons leading to the problem of talent safety are many, and the absence of the legal system of talent safety is an important aspect. Faced with the challenge of the integration of the international talent market, our country must proceed from the construction and improvement of the legal system of personnel to find a solution to the problem of ensuring the safety of personnel.
