中国启动应急预案应对“韦帕”和“罗莎”台风所取得的成果,引起了国际关注。刚过去的“罗莎”台风,仅闽浙两省即转移人口达150万,没造成人员伤亡。在各界的一致努力下,沿海各地基本实现了“江堤不决口,水库不垮坝,城镇不进水,人员不死亡”的预期目标。此前的“韦帕”台风,导致死亡失踪9人。这与2004年14号台风死亡失踪183人,2005年第13号台风死亡失踪145人,2006年第4号台风死亡失踪843人形成了鲜明的对照。
The response of China to launching contingency plans in response to the typhoons “Weipa” and “Rosa” has drawn international attention. Just after the “Rosa ” typhoon, only two provinces in Fujian and Zhejiang that the transfer of population reached 1.5 million, did not cause casualties.
