十三届六中全会通过的《中共中央关于加强党同人民群众联系的决定》指出:坚定不移地加强廉政建设、继续发扬艰苦奋斗精神,克服党内存在的消极腐败现象,这是改善党群关系,保证我们的事业立于不败之地的战略措施。我们党取得全国政权以来,由于所处地位和环境的变化,党内逐渐出现一些脱离群众的现象。尤其是改革开放以来,某些党员,甚至党员领导干部,把全心全意为人民服务的思想淡忘了,艰苦奋斗的传统丢掉了。党内滋长了官僚主义,奢侈腐化,以权谋私甚至贪脏枉法等消极腐败现象,而惩治又不够得力,引起了群众的不满,使党在群众中的形象和威望受到了严重的损害。
The “Decision of the Central Committee of the Communist Party of China on Strengthening the Link between the Party and the People” adopted by the Sixth Plenary Session of the Thirteenth Central Committee states: Unswervingly strengthening the building of an honest and clean government, continuing to carry forward the spirit of hard work and resolving the negative corrupt practices existing within the party is the key to improving the party’s Group relations, strategic measures to ensure that our cause invincible. Since our party gained the power of the country, due to its changing status and environment, there have been some gradual democratization in the Party. Since the reform and opening up, in particular, some party members and even party leading cadres have forgotten the thought of serving the people wholeheartedly and the hard-working tradition has been lost. Negative corrupt practices such as bureaucratism, extravagance and corruption, abuse of power for personal gains, and even vilification of law were punished in the party. Punishing others was not enough effective and aroused public dissatisfaction, seriously damaging the party’s image and prestige among the people.
