国海规范[2016]1号沿海省、自治区、直辖市海洋厅(局),局属有关单位:为加强区域建设用海规划编制实施管理,促进海域资源集约节约利用,推进海洋生态文明建设,根据《海域使用管理法》、《海洋环境保护法》、《关于加快推进生态文明建设的意见》等法律法规和政策文件,我局制定了《区域建设用海规划管理办法(试行)》。现印发给你们,请遵照执行。2006年国家海洋局印发的《关于加强区域建设用海管理工作的若干意见》(国海发[2006]14号)同时废止。
