Vigorously developing science and technology intermediary services and promoting the transformation of scientific and technological achievements are an important task in building China’s science and technology innovation system during the “Tenth Five-year Plan” period. Especially after joining the WTO, the technology market and technology transfer services are facing new opportunities and challenges. In order to make Beijing’s science and technology management departments and intermediary service agencies understand and learn from the policies, regulations and practical experiences of developed countries on technology transfer services, promote Beijing
