加强和改进农村基层党组织建设既是贯彻落实好党的十七届四中全会精神的要求,也是适应新形势新情况的迫切需要。加强农村基层党组织建设,必须坚持学习实践科学发展观,解放思想,改变思想观念,更新思维方式;必须提高农村党员,特别是党员干部的综合素质,提高他们驾驭市场经济和领导新农村建设的能力;必须促进基层民主,完善民主选举、民主决策、民主监督等为主要内容的村民自治制度;必须加大对农村基层的投入,提高党员干部的待遇,改善基层党组织的活动条件,让农村党员、干部无后顾之忧地领导社会主义新农村建设。
