儿童福利机构是我国福利事业的重要组成部分。目前,全国有208家专门的儿童福利机构,还有600个综合福利机构设有儿童部,共收养了6．6万名孤残儿童；改革开放以来,儿童福利机构在实现由封闭型向开放型、救济型向福利型、单纯供养型向供养、康复及教育型转变的过程中,取得了长足的进步,较好的保障了孤残儿童生活、医疗、康复、教育等方面的基本权益。但是,儿童福利事业还存在许多困难
