国家经贸委副主任陈清泰日前说,对于相当多的中国国有企业,机构臃肿,因人设事,冗员沉积已成为企业的灾难。由于低效率到低效益到低工资的恶性循环,使企业安于现状,抑制了职工的进取精神。 目前,国有大中型企业,并未焕发出中国从上到下期待已久的活力,其中很重要的原因,就是全国范围内的劳动人事、工资分配、社会保险制度改革尚未大规模进行。
