国家主席胡锦涛最近强调,要坚持把推动科技自主创新摆在全部科技工作的突出位置,坚持把提高科技自主创新能力作为推进结构调整和提高国家竞争力的中心环节。胡锦涛主席的讲话,指明了我国科技发展的方向。科技创新能力已经成为国家竞争力的核心,成为国家科技事业发展的决定性因素,成为强国富民的重要基础,成为国家安全的重要保证。提高我国的科技自主创新能力,对于我们全面建设小康社会、加快推进社会主义现代化和应对新一轮科技革命和产业革命的挑战,具有十分重大的意义。大幅提高科技创新能力,抓住科技革命和产业革命的机遇,提高国家和企业竞争力,才能使我国在日趋激烈的国际竞争中逐步占据主动地位,而不是被再一次拉开距离。贯彻落实科学发展观,实现我国经济社会全面协调可持续发展,迫切需要提高我国的科技自主创新能力。我国能否走出一条科技含量高、经济效益好、资源消耗低、环境污染少、人力资源优势得到充分发挥的新型工业化路子,能否实现全面建设小康社会的宏伟目标,关键在于我国科技发展能否夯实雄厚的知识基础、有强大的科技支撑和强大的发展动力。推进我国科技体制改革,建设中国特色的国家创新体系,应将提高我国科技自主创新能力放在突出位置。科技体制改革20多年来,我国科技事业蓬勃发展,取得了一些重大成果。然而,有利于科技进步和创新的充满活力的创新机制还没有完全形成,有利于科技成果更快更好地向现实生产力转化的有效机制还没有真正建立起来,科技创新能力不强,科技知识有效供给不足,依然是我们面临的主要问题。我们要以提高我国科技自主创新能力为主线,积极探索加快建设中国特色国家创新体系的新路子,深化我国科技体制改革,加强科技创新能力建设。

To promote the reform of China's science and technology system and build a national innovation system with Chinese characteristics, we should give prominence to the improvement of China's capability of independent innovation in science and technology. Over the past 20 years or more since the reform of the scientific and technological system, China's science and technology undertook a vigorous development with some major achievements. However, an energetic and innovative mechanism conducive to scientific and technological progress and innovation has not yet been fully formed. Effective mechanisms that are conducive to transforming science and technology achievements faster and better into real productive forces have not really been established yet, their capability of scientific and technological innovation is not strong and scientific and technological knowledge is effective Inadequate supply remains the main problem we face. We must take the initiative to improve the capability of independent innovation of science and technology in our country as the main line, actively explore new ways to speed up the construction of a national innovation system with Chinese characteristics, deepen the reform of China's science and technology system, and strengthen the capacity building of science and technology innovation.
