我军基层部队开展武装冲突法教育训练,既是适应未来信息化战争要求、加强军事斗争准备的需要,也是贯彻落实依法从严治军方针、增强军事法律素养的需要,更是促进我军战斗力提高、提升军队“软实力”的需要。为此,必须高度重视基层部队开展武装冲突法教育训练工作的针对性和实效性,一切从基层部队担负的作战任务出发,注重一般与重点、内容与形式、任务与对象、传承与创新的结合,处理好武器作战与法律作战、军事胜利与合法作战、依法保护自己和依法消灭敌人、服从命令与灵活机动、“硬实力”与“软实力”的关系,使基层部队武装冲突法的教育训练落到实处,增强军队战斗力提高的实效。
