2003年9月2日,北京市政府公布了《北京市城市房地产转让管理办法》(北京市人民政府令第135号);2003年11月28日,北京市国土房管局印发关于《<北京市城市房地产转让管理办法>实施意见》的通知;2003年12月1日,开始实施《北京市城市房地产转让管理办法》;2003年12月25日,针对30多个项目[京房售证字(2003)376号(含)以后的预售商品住宅]都应该按照套内建筑面积卖房,但在实施中许多开发商认勾有些问题不好操作,仍等待观望等问题,市国土房管局主管局长和相关处室领导听取了30多家开发商代表的意见和建议,并对办法中的一些问题作出详细解答。
