From the Fifth Plenary Session of the 15th CPC Central Committee to the “two sessions” in March of this year, we summarized the tremendous achievements and valuable basic experiences gained in the national economic and social development during the “Ninth Five-Year Plan” period in China. The “10th Five-Year Plan” has drawn up a blueprint for economic and social development in the next five years, and put forward the future development goals, major tasks, and guidelines and policies. However, the main problems in the current economic development are the chaotic operation of the economy and the serious problem of safe production, which has affected the healthy development of the economy and society. In particular, the small coal mines are indiscriminately exploited, and difficult to rectify. The closure of small coal mines is also driven by interests, and there is a possibility of resurgence at any time. Individual mining of petroleum and soil oil refining is prohibited. The cadres and the masses are strongly dissatisfied and say that this is a “eaten child.”
