On August 20, 1999, the Office of the State Council Office forwarded the “Several Opinions on Promoting the Modernization of the Housing Industry and Improving the Quality of Housing” jointly drafted by the Ministry of Construction and other eight departments. It was referred to as “From June 1, 2000.
