党的十七届三中全会对促进城乡经济社会发展一体化做出了制度安排,指出:“尽快在城乡规划、产业布局、基础设施建设、公共服务一体化等方面取得突破,促进公共资源在城乡之间均衡配置、生产要素在城乡之间自由流动,推动城乡经济社会发展融合。”而城乡建设则是搞好城乡一体化发展的重要基础。近几年来,尽管各地的城乡建设步伐不断加快,但是,这是一项长期而艰巨的任务,需要进一步加强和完善。我们必须立足于解放思想,转变观念,创新城乡建设体制,加快城乡一体化建设步伐,促进城乡协调发展。

In recent years, despite the accelerating pace of urban and rural construction in all parts of the country, it is a long-term and arduous task that needs to be further strengthened and perfected. We must base ourselves on emancipating the mind, changing concepts, innovating the system of urban and rural construction, accelerating the pace of urban-rural integration and promoting the coordinated development of urban and rural areas.
