对外经济贸易大学中国资本运营中心主任冯鹏程认为,本轮国企改革应该彻底放开民营资本在一些行业的准入,民营企业除了出资,还要掌握决策权和话语权8月3日,国家发改委发布《经济体制改革取得新进展》,表明国有企业改革系列配套文件基本形成。随后召开的中央全面深化改革领导小组第十五次会议强调,要在国企、财税、金融、司法等领域集中推出一批力度大、措施实、接地气的改革方案,这被认为是国企改革即将“落子”的明确信号。
