众所周知,我国的改革开放首先是从农村突破的,农村改革的突破,使亿万农民成为市场经济主体。在党的政策感召、幸福生活的导引、强有力市场拉动、科技力量的驱动下,我国亿万农民创造了乡镇企业。我们知道,乡镇企业“异军突起”后创造了许多辉煌,贡献了GCP增长的1/3,转移了1/3农村劳动力,多年来一直是农村经济和县域经济的重要支撑力量,也是城乡经济市场化改革和以工哺农的先导力量,起到了城市企业和其他企业不可替代的重要作用,为在我们这样一个农民占绝大多数的农业大国解决好农“三农”问题,促进经济体制改革、国民经济和社会发展,推进中国特色农村工业化、城镇化、现代化,探索出一条成功之路。总之,发展乡企,是推进我国社会主义现代化建设和强国富民的一项重大战略抉择。那么,如何解读中国乡镇企业30年?其发展脉搏是怎样的呢?有哪些辉煌成就和成功经验?又如何进一步推进中国乡镇企业改革和发展呢?为此,本刊采访了农业部乡镇企业局常务副局长卢永军先生。
As we all know, China’s reform and opening up firstly broke through the countryside and breakthroughs in rural reform have enabled hundreds of millions of peasants to become the mainstay of the market economy. Inspired by the party’s policy, the guidance of a happy life, a strong market and the drive of science and technology, hundreds of millions of our peasants have created township and village enterprises. We know that township and village enterprises have created many brilliant achievements after their emergence. They have contributed 1/3 of the GCP growth and transferred 1/3 of the rural labor force. They have been an important support force for the rural economy and the county economy for many years, Market-oriented reforms and the leading force of labor and peasants played an irreplaceable important role for urban enterprises and other enterprises. In order to solve the problem of “agriculture, rural areas and farmers” as an agricultural power that constitutes the overwhelming majority of peasants, Economic restructuring, national economy and social development, promote the industrialization, urbanization and modernization of rural areas with Chinese characteristics and explore a successful path. In short, the development of township enterprises is a major strategic choice for promoting the socialist modernization in our country and strengthening the country and enriching the people. So how do we interpret the Chinese township and village enterprises for 30 years? What is the pulse of their development? What brilliant achievements and successful experiences? How to further promote the reform and development of China’s township enterprises? To this end, we interviewed the Department of Rural Enterprises Mr Lu Yongjun, Executive Deputy Director.
