为探讨河北省涉县近几年出现的耕地弃耕、单作现象产生的原因,找到解决问题的具体办法,确保粮食生产的安全。作者从涉县的具体情况出发,深入到涉县的17个乡镇,调查了大量的农户在小麦种植中存在的的问题。针对种植小麦效益低;山区地块零碎,不能机械化作业,费工多;工资上涨,成本增加;山区大风、冰雹、连阴雨等自然灾害多发等原因,提出政府加大种植小麦的补贴力度,培育新型职业农民,加快土地流转,调整种植结构,构筑农业保险体系等具体应对措施。这些措施的实施必将对小麦种植面积的持续稳定和确保粮食生产的安全起到积极的作用。
In order to explore the reasons for abandoned farmland and single cropping phenomenon occurred in the past few years in Shexian County, Hebei Province, find out the specific solutions to the problems and ensure the safety of grain production. The implementation of these measures will surely play a positive role in sustaining wheat acreage and ensuring the safety of food production.
