随着市场经济的发展,高校扩招和教职工市场化改革的不断推进,外聘教职工逐渐成为了高校队伍中一股不可忽视的力量。如何吸纳外聘人员入会、如何平衡在编教职工与外聘教职工的福利待遇、如何维护编外教职工的权利,成为高校工会的工作重点。高校工会可以从观念、制度、宣传等多方面建设服务外聘教职工的长效机制,推动高校发展。
With the development of market economy, enrollment expansion in colleges and universities and continual promotion of market-oriented reform of faculty and staff, externally recruited faculty members have gradually become an indispensable force in the ranks of colleges and universities. How to attract outside personnel to join the union, how to balance the benefits of teaching staff and external faculty, and how to safeguard the rights of non-staff staff have become the focus of the labor unions in colleges and universities. The trade unions in colleges and universities can, from the aspects of concept, system and publicity, construct a long-term mechanism to serve external staff and workers in order to promote the development of colleges and universities.
