十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》(以下简称《决定》),将社会保障体系的完善摆在了构建和谐社会中非常突出和重要的位置,并将其作为实现和保障社会公平正义的六大制度安排之一,是对社会保障制度本质的回归。同时,《决定》是在构建和谐社会的理念下对社会保障进行论述的,从而为社会保障提供了新的理论视角。本刊就此专访了中国人民大学郑功成教授。
The “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Major Issues in Building a Harmonious Socialist Society” (the “Decision”) passed by the 6th Plenary Session of the 16th CPC Central Committee puts the perfection of the social security system in a very prominent and important place in building a harmonious society As one of the six institutional arrangements for realizing and safeguarding social fairness and justice, is the return of the nature of the social security system.
